Earned Value Management System Essay

Earned Value Management System (EVMS) guiding principles incorporate top business practices to give strong benefits for program or enterprise planning and control. The process includes the incorporation of program scope, schedule, and cost objectives, establishment of a baseline plan for success during the execution of a program. The structure provides a solid foundation for problem recognition, corrective actions, and management replanning if required. This system helps program management integrate the work scope of a program with the schedule and cost elements for most favorable program planning and control. There are three basic elements of earned value management which are: Planned Value (PV) Actual cost (AC) and earned value (EV) each of these elements are used on a standard basis as of a reporting date. Planned value (PV) is the total cost of the work schedule calculated as PV or BCWS=Hourly Rate* Total Hours Planned or Scheduled. Actual cost (AC) is the cost taken to complete the work as of a reporting date calculated as AC or ACWP=Hourly Rate* Total Hours Spent. Earned value (EV) is the total cost of the work completed/performed as of a reporting date calculated as EV or BCWP=Baseline Cost* % Complete Actual. Some of the principles involved with earned valued management system (EVMS) are as follows: * EVMS information is used in the organization’s management processes. * Create a plan for all work scope in the program– from beginning to end. * Have a structured breakdown of the program work scope into set pieces that can be assigned to a liable person or organization for control of technical, schedule, and cost objectives. Utilize actual costs acquired and documented in accomplishing the work performed. * Incorporate program work scope, schedule and cost objectives into a performance measurement baseline plan against which accomplishments may be measured. The fundamental nature of earned value management is that, providing a stage of detail appropriates for the amount of technical, schedule, and cost risk or uncertainty connected with the program, a target planned value (i. e budget) is created for each scheduled element of work. As work is completed, their target planned values are â€Å"earned†. Summing up the earned value management system– it is an efficient project management process used to find variances in projects based on the comparison of work accomplished and work planned. I would not say science is storybook fun, but who knew it become a mystery. Trying to find out what was in our number seven vial would become a battle we were willing to take on. As I began the test of deciding if our little bacteria friend was gram positive or negative, Jordan my science teammate, was putting together a smear plate. In as little as ten minutes we had discovered by the pink oval shapes we were observing, our microbe friend was a gram negative rod. We had narrowed our search down to five! We decided next we would do oxygen along with a motility test. Along with those, we did a fermentation investigation. These tests would narrow our pursuit down even further. Unfortunately these tests take time. The following day, we curiously went to our ‘stash’ of experiments. As we observed we soon realized our little bacteria was a non-motile, facultative anaerobe. With the observation of acid and gas formation, this microorganism was able to catabolize glucose, lactose and fructose. Our smear plate, with white convex muciod looking colonies confirmed our suspicion. We were now looking at vial number seven with anew respect, he now had a name, and that name was Klebsiella pneumonia. This bacterium, I found out is ubiquitous in nature, meaning it seems to be present, everywhere at the same time. Just about anywhere you would step, touch or see in nature you could bet this little guy is there. Its family is abundant in soil, water and vegetables. But they have cousins, uncles, second cousins etc. just about everywhere else. â€Å"Wow†, was all I could muster. But our friend not only had a large family in nature, this microbe also found residence inside the human body. The respiratory, intestinal, and urogenital tracts are a favored neighborhood for this microscopic organism. This tiny microbe seems to find just about any region environmentally friendly. Not only is it very versatile in were it lives, I would soon learn it was also just as versatile in what is able to do. This small bacterium could devastate the human body if allowed to. Our secret microbe was considered to be an opportunistic human pathogen, meaning that under certain conditions it may cause disease. All this little guy needed was the perfect scenario and he could ‘thrive’ in only a way harmful bacterium could. But how does this little fella do this? The work on experimental psychology and advocated behaviorism, that explains behavior as a function of environmental histories of experiencing consequences. Skinner also wrote a number of controversial works in which he proposed the widespread use of psychological behavior modification techniques, primarily operant conditioning, in order to improve society and increase human happiness; and as a form of social engineering. Skinner. People will behave and do good things because they know what it brings and expects to receive something good out of it. Like for example, if the students study hard, they have a better chance of garnering high scores or grades. Another, if they will obey their parents, they will receive rewards from their parents in terms may be by receiving higher allowance. This describes the Reinforcement theory of B. F Skinners. The reinforcement has three principles that typically occur after consequences.First is the â€Å"consequence which gives rewards increases a behavior, second, consequences which give punishment decrease a behavior and third, consequences which give neither rewards nor punishment extinguish a behavior† (Skinner, B. , 1953). Punishment Melissa Standridge acknowledged that â€Å"Punishment involves presenting a strong stimulus that decreases the frequency of a particular response. Punishment is effective in quickly eliminating undesira ble behaviors†. Skinner believed that the student’s learning in responding positive or negative will take a gradual development shaping a new behavior of a student.Skinner believed more on positive punishment, that if the students do something bad, something bad will also happen. This correlates the teacher’s punishment to the students who are not doing assignments or homework, thus penalized for more extra work (cleaning the classroom before going home) as punishment. On the other hand, a student receives punishment (negatively), if he insults his classmate he cannot take his recess. These are just simple punishments that can help change the behavior of the students.Behavior ModificationBehavioral modification is a therapy technique according to Skinner. Extinguish a negative behavior by taking away the reinforcer and change it with positive behavior by giving reinforcement (Skinner, B. F. , 1971). Behaviorist Melissa Standridge explained that behavior modificat ion offers educators a way to shape students’ behavior to promote better classroom performance. It needs a combination of methods that consists series of steps outlined by Standridge as excerpted below: Specify the outcome you desire for a child. Catch the child being right.Ask for a response when you know the student has the answer to help develop confidence. Identify and use positive reinforcement when the student responds correctly. Reinforcement continues until the child consistently exhibits the desire behavior. After the child consistently exhibits the behavior, begin reducing the amount of reinforcement. Finally evaluate and assess the success based on the continuance of the behavior with no reinforcement. (Standridge, M. , 2002) This theory can be an effective method to cause change in student’s behavior.Students enjoy having positive rewards and positive comments from teachers and other students. Accordingly, this desire for positive comments from teachers and other students is a powerful stimulus. Conclusion B. F. Skinner’s theory of education is a powerful tool that has been tested through several experiments which are likewise used by teachers who are even unaware of Skinner’s theory. The reward and punishment system has been publicly accepted not only applicable in schools for students but also in jobs or works where employees’ productivity is the main concerned of employers.Employers’ personnel management is geared towards the attainment of corporate vision and mission. Growing domestic businesses gradually had a lower requirement to borrow from the domestic banking system. Circumvention of financing from external sources coupled with developing asset markets through the accumulation over the earlier decades led to alterations in the capital flows and liberalization of the financial sector followed (Noguchi, 1998). In the latter half of the 1980’s decade such liberalization resulted in a lack of adequate tightness in monetary conditions which in turn led to an asset oriented initial upturn and economic boom but finally the asset bubble got burst and this opened the floodgates for Japan’s economic woes. Due to the depressed market conditions the 1990’s have been famously coined as the â€Å"lost decade† (Takahashi, 2011). Since the early 2000’s the Japanese economy has been in th e process of trying to recover through market oriented reforms but no remedy to the ailment which continued to make the economy weaker and the recent global financial crisis has only worsened the situation (see figures 1 to 3). Figure 1 Figure 1 above shows the path of real GDP over time. Evidently the climb is steeper and more steady until 1990 since when evidence of volatility is observed and the slope is flatter as well. A substantial dip is also visible in the mid 2000’s. Figure 2 Figure 2 reveals that the percentage of annual GDP growth has actually been quite volatile. However, more noticeably there is a downward trend in the series and the growth rate has decelerated to negative values over the last few years. Figure 3 Finally figure 3 shows the average growth rate for the four decades since 1970. Evidently the performance was substantially lower in the decade of the 1990’s and to add to the woes of the economy, the growth rate has been even lower in the 1st dec ade of the 2000’s. The rapid rise in the population in the past had been attributed to factors like improved medical care and good nutrition. However, the statistics appear to be changing as the 21st century wears on. There has been recorded a decrease in the overall global population growth rate such that although there is still a growth in the population, the rate is reducing. However, the rate is not evenly distributed. Instead, only the developed nations where industrialization and modernity are advanced are experiencing the population slowdown. The developing World still has rising rates of population growth (I. R. C. , 2005). The reduction in the growth rate can be attributed to climatic changes that have in turn caused people to resort to totally new ways of living. There has been a lot of destruction to the atmosphere and the resultant effect has been that some of the plants and animals that were useful for improving the immunity of the people when included in the diet are now extinct. Global warming has killed many such plant and animal species; and the other effects have been that there is an increase in strange, previously uncommon diseases caused by climatic changes which are making more people to die faster than before. Life expectancy has also reduced because of these changes (Johansen, 2009). In addition, the lifestyles of people have changed drastically, including having diets that are less healthy such as the consumption of genetically modified substances whose chemical contents are harmful to the body and shorten life. This trend is bound to go on for as long as industrial development is going to continue, worsening as the effects of global warming resulting from industrial pollution increase (Vormedal, 2005). New factors are bound to come into play, including increased child mortality and increased resistance to medication available even as new species of pathogens and parasites emerge with changing environmental conditions. It is also expected that more people will be less willing to have children as the pressure on available resources increases, thereby pushing the population growth rate down. With globalization opening up doors of nations, more technologies and immigrants are expected to get in, and not only will there be a real pressure on resources available pushing families to downsize but there will also be a massive movement away from the use of natural, more nutritious food items to those that are artificial and developed through technology (I. R. C. , 2005). As such are likely to be more harmful to the body, many people will find themselves less fertile while the fertile ones will be less willing to have more than a few children. The few children born will have a reduced life expectancy due to increased diseases; and child mortality will be very high. As the figure below shows, the population of Canada has been on a downward trend ever since the start of this century. It is expected that this will go on as the country becomes more industrialized and as global warming becomes more pronounced. So its makes important to understand what is self awareness and its impact on managers performance. Piaget(1928) defended that a child is a self centered or egocentric being and so the perspective of others is largely ignored and are of no concern. Then there is gradual progression from self centered view to more socially aware view. Gradually a child learns to take others role in social interactions where self is viewed as an object(Mead, 1934).This process of role taking involves paying attention to needs, opinions, intentions, emotions and intellectual capabilities of others which are important characteristics for a child to become an actual communicator (Flavell, Botkin Fry, 1968). The child that is not actively taking part in this role taking behavior is not able to be an effective communicator (Piaget, 1928), because the concept of ones point of view is absent. Intellectual egocentrism can be defined as the inability to take other roles. The ability to search for the opinions of others and compare them to their own viewpoint in order to make comparisons is absent, and therefore hinders almost every part of the childs life. According to Flavell et. al (1968), the ability to assess what another persons capabilities and tendencies in a given situation are, paired with the ability to use this information to communicate more effectively is a skill that is developed with age. The move from intellectual egocentrism to consideration of perspective of others that occurs in childhood is of great importance in which manner a person perceives the self. Mead (1934) argues that for ones selfhood awareness, it is necessary to detach awareness from inside of oneself and use vantage points from another person. So taking the role of other is important in this context, as the concept of self consists of the perception of others. Duval and Wicklunds (1972) theory of objective self-awareness contradicts Meads theory by postulating that self-consciousness occurs because consciousness can focus its attention on the self in the same way that attention is focused on any object. So there is no way an individual is dependent on others point of view as in the sense that Mead intends. If the object-like nature of the self has been discovered, and stimuli in the environment are such that consciousness turns in the direction of the self, the person will become objectively self-aware (Duval Wicklund,p. 31, 1972). In other words, others point of view is not necessary to be self conscious, instead a mature individual has innate consciousness ability to focus in different directions. Duval and Wicklund (1972) define objective self-awareness as the state in which the self is the object of consciousness. On the other hand, subjective self-awareness is the state in which the self is not the focus of consciousness. So it shows the early work of Piaget, Flavell, Duval, and Mead in the current studies on the concept of self-awareness. From business standpoint different feedback techniques are important for manager self awareness. To be truly self aware a manager should not limit his thoughts,feelings to himself rather he should be aware of others standpoint and include this information in self appraisal(Duval Lalwani, 1999). This can be referred to as other-awareness (Figurski, 1987).So one must be first aware of others perspective in order to alter owns perspective and then adopt those in relation to self (Flavell, 1968).So self awareness is a practise to reflects on self and accurately access ones own behaviour and skills as they are visible in workplace interactions (Church, 1997). Many managers use the information they perceive to modify future behavior. Figurski (1987) identified four different kinds of person-awareness which all together will provide clarity to this study. As seen in Figure 1, target, perspective, and content are the three main dimensions of person-awareness.Perspective or tacit awareness (egocentric or allocentric)interacts with the target or focal awareness (self or other) to get content of awareness. Four categories of attention result: self-experience awareness, self image awareness, other-image awareness, and other-experience awareness. These can occur together in any combination or simultaneously. The allocentric perspective results when one focus on how other perceives them being self is the target. When others are the target, one is concern about how others feel. So it important to considers others internal experience before adopting their perspective. Therefore objective self-awareness is dependent upon the consideration of others experiences. Problems may arise for those who fail to integrate information from the egocentric and allocentric perspectives. If the others experience are not adequately considered, there will be less understanding between the self and others resulting in less effective communication (Wegner Giuliano, 1982). On the other hand,one who relates others experiences to themselves and integrates that information to perceive self should experience effective communication. The figures with frequency indicate that people are aware of others experiences almost 50% of the time. So self proves to be the dominant focus of attention. Although managers focus on self, they are not able to accurately judge their own behaviours as they may get biased. However, self-ratings are important as there are some characteristics like intelligence, high achievements status and locus of control are closely related to accurate self evaluation Mabe and West(1982). The greater the individuals level of self awareness the more similarity that is expected between the self assessment and the ratings provided by peers. The discrepancy between self- and other-ratings is also unclear. For example, an elevation in self-ratings could be due to lower ratings in others rather than over-estimation by the self. Atwater and Yammarino (1992) sought to determine how self-awareness affects the degree of relationship between leadership behaviour and its predictors, and between leader behaviour and performance outcomes. On comparison of self and other rating it was found that inaccurate self raters who overestimate their performance show poor performance than people who are more accurate self raters. Additionally, their peers rated over-raters lowest than the under-raters. So self-aware individuals appear to be using direct and indirect feedback to modify behaviour. Over-estimators, however, seem to be using this information to confirm or justify their self-misperception of over-achieving. The hypothesis that high performing managers are more self aware was tested using absolute average profile differences (d) as well as relative average item differences across each question. High performers showed significantly lower profile difference scores than average performers. This supports managerial self-awareness theory in that high performers display higher levels of self-awareness than average performers Church(1997). Individuals who are self-aware are more likely to respond to information from past experiences, thereby becoming more effective and displaying more leadership strengths. Individuals perceived by their managers as being high performers will be more self-aware. This can be concluded high performers receive higher congruence in self-other ratings compared to average performing managers. Therefore, there is a correlation between the overall leadership measure and higher congruence scores. If a manager is not self-aware, information on how others perceive the self is of no use. According to the Figurski (1987) model, the allocentric perspective must be utilized in order for one to be aware of how the self is considered by others. Failure to consider the similarity or differences between the self and others results in perspectives that vary. Effective communication is in turn hindered, because the understanding between people is not clear. Conversely, those who communicate effectively are using information gathered from interactions with others. It is therefore expected that managers with higher communication scores will display more congruent performance data (as reflected in self-rater agreement). Individuals tend to focus more on feedback they receive from their managers versus peers or others. Data source (self, manager, peer, and other) is expected to explain variance in self-awareness levels. Managers with emotional awareness are good decision makers. In these changing competitive environments intuitive decision makers can deal with situation with gut feeling and sixth sense. Emotionally aware persons can read their gut feeling and have better sixth sense that help them in decision making process. Jobs that dont suit a persons personality will give more stress than more compatible jobs. This is not like if your qualities are not compatible you cant go ahead with the job but you can put extra effort to develop the skills buy there are other alternative that will be less stressful. Self awareness is very powerful in revealing what is important for a person to improve performance. Nowadays, rapid economic development has not only led to the significant improvement in incomes and the quality of life, but also resulting in great increases in the number of people killed and injured at work. The statistics of accidents at construction sites give us a picture that Malaysian construction industry is one of the critical sectors that need a huge and fast overhaul from the current site practices. Accidents are caused by the unsafe acts, unsafe condition or both. In order to improve the safety and health and minimize the rate of accidents, our government had implemented the OSHA 1994 in Malaysian construction industry. This study was started out by reviewing the literature from journals, articles, magazines, newspaper, web pages and relevant books. This study is carried out has the purpose of investigate the implementation of OSHA 1994 in Malaysian construction industry. In order to achieve the five objective s of this study, qualitative research method was employed to achieve the objectives. Hence the data obtained from primary source that is interview with the safety officer at few of the selected construction site. For the secondary sources found in the regulation of OSHA 1994, journals, articles, magazines, newspapers, thesis, web pages and case study. The finding of this research reveals the general duties of employers, employers and safety officer at construction site, the types of construction accidents and its causes and some of the effective ways in order to minimize the accident of construction. Furthermore, this study also proposes some recommendations to reduce the accidents in Malaysian construction industry based on the result of this research. Introduction Background Construction can be a very difficult and extremely dangerous work. According to the Charles and James (2006), people in the construction industry not only face the dangers of being the first on jobsite, but face potential risks and exposure throughout the building process. However, construction industry performs poorly in occupational safety and health. So, our government has implemented the Occupational Safety and Health Act (OSHA) 1994 into our construction industry. OSHA was enacted on 25th February 1994 with the intent to ensure safety, health and welfare of all persons at all places of work. However, our construction industry has not taken into mind especially for those workers and developer. The purpose of OSHA 1994 is to promote and encourage occupational safety and health awareness among workers and to create organization along with the effective safety and health measures. While the aims of OSHA 1994 are, to secure the safety, health and welfare of a persons at work and othe r than work against risks to safety or health arising out of the activities of persons at work ,to promote an occupational environment for persons at work which is adapted to their physiological and psychological needs and to provide the means whereby the associated occupational safety and health legislation may be progressively replaced by a system of regulations and approved industry codes of practice operating in combination with the provisions of this Act designed to maintain or improve the standards of safety and health. Construction industry are expected to comply with the provision of the act such as general duty of employer and employee, the requirement of safety officer regulation, the requirement of safety and health committee and responsibilities of reporting of accidents and dangerous occurrences. Precaution need to be taken to limit exposures which have the potential to cause detrimental health effects to construction workers. Problem Statement The construction industry is considered as one of the most dangerous industrial sector wherein the construction workers are more prone to accidents. Recently, the construction accidents in our country increase accordingly. Safety and health in the Malaysian construction industry has lagged behind most other industries as evidenced by its proportion high rate of accidents. It is due to the unawareness of the workers and employers in the construction site. One of the most important problems is the attitude of the workers and the developer. Therefore, they prefer working at the construction site without using the safety and health equipment and did not obey the regulation in the Occupational Safety and Health Act (OSHA) 1994. Literature Review OSHA 1994 is enforced in Malaysia in 25 February 1994 by the Department of Occupational Safety and Health (DOSH). The act defined the self-regulation and duties of employer, employee, designer/manufacturer and suppliers. The duty of every employer is to ensure safety, health and welfare at work of all his employees. For the employees, they shall be take reasonable care for the safety and health of himself and other persons at work who might be affected. Under the OSHA 1994, National Council for Occupational Safety and Health (NCOSH) was established. The purpose of NCOSH is to improve level of awareness of occupational safety and health and to ensure the safety of all workplaces in Malaysia. The functions of NCOSH are as following: Changes deemed appropriate for occupational safety and health legislation; Administration and enforcement of occupational safety and health legislation; Open communication between management and employees regarding workers safety, health and welfare; Adequate control methods for industrial chemicals in the workplace; Work related death and accident statistical analysis; Issues dealing with the safety, health and welfare of woman, the handicapped and other groups in the community. Encouraging the development and acceptance of an industrial codes of practices related to workers safety, health and welfare; Development of rehabilitation plans and facilities to help those injured in the workplace. The legislation also contains provision for formulating regulations and Code of Practices (COPs), which indicate à ¢Ã¢â€š ¬Ã…“what should be doneà ¢Ã¢â€š ¬Ãƒâ€šÃ‚  and thus assist the employer to comply with the Act. According to Rozanah (1994), it is very important for the employers to manage occupational safety and health at their workplace because lack of management control often leads to the existence of causes of accidents and allows for the unsafe practices among the workers. In the construction industry, accidents can be categorizes into several types. According to Master Journal (2004), they have categories all types of the construction accidents into ten ranges. There are struck against, struck by falling, flying, shattering, sliding and moving objects, caught in, on or between in- running nip, pinching, shearing, rotating, reciprocating, punching, pulling and jerking, carrying actions, fall on same levels, fall on different level, slip or overexertion strain and hernia, gradual onset and ergonomic cumulative trauma disorders, repetitive stress injuries, exposure to extreme temperatures, inhalation of poisonous gas and noise distraction. Allan (2006) claimed that there are a lot of causes that cause the accidents happened in the construction workplace. Accidents are the direct result of unsafe activities and unsafe condition. Unsafe condition and unsafe act are often referred to as primary causes of accidents, because they are the most obvious causes and they are usually directly involved or present at the moment the accidents happens. Secondary causes are also important. They are normally due to the failures of the management system to anticipate, and include lack of training, maintenance, adequate job planning and instruction, and not having safe system of work in place. Examples of unsafe act are working without authority, leaving equipment in a dangerous condition, using equipment at the wrong speed, horseplay, drinking alcohol or taking drugs. Examples for the unsafe conditions are inadequate or missing guards to moving machine parts, missing platforms guardrails, defective tools and equipment, fire hazards and ineffective housekeeping. In my thesis dissertation, I would like to choose qualitative research as my method of research.
